Wilma Roberts offers 25 years of experience in construction and general engineering. In a variety of management positions and as principal and co founder of DownStream Services, Inc. Inc. Wilma is responsible for day to day operations, contract review, approval, and executive administrative duties.
Victor Roberts has 26 years experience and is the founding principal and Vice President of DownStream Services, Inc. Inc. Victor is responsible for overseeing day to day operations including financial and asset management. Victor is directly involved and oversees all underground excavation operations. He has extensive knowledge of the laws and regulations governing general engineering, contracting, and the treatment and disposal of hazardous materials. |

Bev Stumman as Stormwater Manager, 10 years experience with DownStream Services, Inc. Inc. in various roles and is SWPPP certified in Erosion and Sediment Control. Bev’s current responsibilities include management of all Downstream Service’s Stormwater Management programs (SWMP), maintenance, and BMP compliance. Bev is responsible for client representation, and mediation to local regulatory authorities and/or agencies. Bev is also the client point of contact for BMP product sales, contract generation, negotiation, and execution. |

Dan Jacobson specializes in project management and utility research. Dan interfaces with agencies, contractors and municipalities. Dan conducts field inspections, locates existing facilities, line tracing, pothole coordination, obtains permits with local authorities, requests maps- plats, and proposed improvement plans. Dan is also in charge of scheduling crews, project workloads and client notification of work progress. |
